Does the Unirac 980011 Grounding Lug come with the mounting hardware (Bolts and nuts) to mount the lug to the Unirac rail?
If not, is the way to connect the lug to the panel the T-bolts (Unirac 321215)?

Yes, it comes with bolts and nuts.
The WEEB Lug (Unirac or Wiley grounding lug) is installed using a 1/4-20 stainless steel screw.
